Abstract

Purpose

Policy implementation strategies (PIS) are schemes designed by a government with an aim of hitting targets or attaining objectives set out by a policy. Forecasting by analogies (FBA) has been shown to be successful in situations of high uncertainty and low quantitative data as is that of PIS effectiveness forecasts. What is more, a structured approach to FBA helps the expert structure his thoughts in an organized manner before making a prediction, which is hypothesized to improve accuracy. This paper aims to discuss these issues.

Design/methodology/approach

This research suggests a semi‐structured analogies (S‐SA) approach for such a task. A pilot experiment was carried to test the performance of the S‐SA approach in the hands of semi‐experts when compared with unaided judgment (UJ).

Findings

The results of the experiment showed that for this level of expertise, there is no statistical evidence to suggest any approach is better than the other. Possible explanations of this result is that analogy recall of experts was hindered by four constructs: information, complexity, worldview, and expertise. It was concluded that the structured analogies approach for forecasting PIS effectiveness must be investigated further by means of a study involving “true experts”.

Research limitations/implications

The sample sizes were small.

Practical implications

Forecasting PIS effectiveness is seen as an important tool for deciding upon which PIS to ultimately adopt (as there may be many available!) and this then has important implications for governmental budgeting.

Originality/value

The paper offers further insight into the performance of a structured analogies approach to forecasting PIS effectiveness in the hands of individuals with a mid‐level of expertise.

Abstract

Purpose

Once a policy proposed by the European Commission is approved by European Parliament or Council, its implementation strategy is the responsibility of the member states. Often, there will be several parallel strategies shaped by a series of incentives financed by the government and naturally, the aim is to choose the most cost effective one. For strategy and planning as well as budgeting purposes, forecasts of the adoption rate of these policy implementation strategies will be an indicator as to their effectiveness. A new hybrid approach combining structured analogies and econometric modelling is proposed for producing such forecasts.

Design/methodology/approach

With every different policy, there will be different qualitative and quantitative data available for producing such implementation strategy adoption rate forecasts. Hence, the proposed hybrid approach, which combines the strengths and reduces the weaknesses of each of its constituents, can be adjusted to match the quantity and nature of the available data.

Findings

This paper reveals a lack of emphasis on such a forecasting application in the existing literature, while stressing its importance to governmental decision makers. What is more, the paper reveals a lack of documentation of this forecasting process in large governmental structures.

Practical implications

If shown to improve the ability to produce such forecasts, the proposed approach could be very beneficial to decision makers when faced with several possible implementation strategies.

Originality/value

The use of expertise is quite common in forecasting policy impact but in an unstructured way. The advanced model proposes structuring the use of analogies in an objective manner. Furthermore, combining with econometric modelling, the incorporation of valuable quantitative information is made possible.

Abstract

Purpose

By integrating the diffusion of innovation (DOI) theory, technology acceptance model (TAM), and social capital theory, the purpose of this paper is to: develop a model of consumer behavior and trial willingness toward nano-foods from product, consumer, and social perspectives; examine the effects of innovative features, consumer characteristics, and trust in authority on subjective perceptions (perceived trustworthiness and perceived benefit) as well as the social influence on attitudes toward nano-foods and trial willingness; examine the moderating role of product uncertainty on the relationship between these characteristics and subjective perceptions; and examine the effect of perceived benefit on perceived trustworthiness.

Design/methodology/approach

The results of the structural equation model (SEM), with nano-food knowledge data collected from 431 respondents, supported the research model and revealed the main effects hypothesized in this study and the moderating effect of product uncertainty. Simple slope analysis was further adopted to test the significant moderating effects.

Findings

The SEM results indicated that innovative characteristics (relative advantage, lack of observability, and novelty), consumer characteristics (perceived technology application), and social characteristics (trust in authority) affect perceived trustworthiness or perceived benefit. Social influence also has a direct effect on attitude toward nano-foods and trial willingness. Product uncertainty significantly moderates the relationship between characteristics (relative advantage and perceived technology application) and subjective perceptions (perceived trustworthiness and perceived benefit).

Research limitations/implications

With increasing numbers and kinds of nanotechnology products now being developed and sold, it is important to go further to determine consumer perceptions and attitudes toward these. This study, thus, applied the DOI, TAM, and social capital theory to examine this issue. However, other theories might also be used to carry out research from other perspectives. This study should, thus, be seen as preliminary, and it is hoped that more works will discuss consumer attitudes toward nanotechnology products in the future.

Practical implications

When a new nano-food is introduced, the current study suggests that food manufacturers use the description on the package as a communicative tool. Detailing the advantages of nano-foods on food packages might be a useful way to enhance trial willingness and to reduce the fears and insecurities related to the use of nano-related products. In addition, if food manufacturers could cooperate with organizations or individuals seen as having some authority in this area (e.g. nanotechnology researchers) in order to disseminate accurate information about nanotechnology and related food products, this might be an effective way to increase sales and profits.

Originality/value

This is the first paper integrating the DOI, the social capital theory and the TAM to empirically investigate consumer willingness to try nano-food products.

Abstract

Purpose

There are many investigations in design methodologies, but there are also divergences and convergences as there are so many points of view. This study aims to evaluate to corroborate and deepen other researchers’ findings, dissipate divergences and provide directing to future work on the subject from a methodological and convergent perspective.

Design/methodology/approach

This study analyzes the previous reviews (about 15 reviews) and based on the consensus and the classifications provided by these authors, a significant sample of research is analyzed in the design for additive manufacturing (DFAM) theme (approximately 80 articles until June of 2017 and approximately 280–300 articles until February of 2019) through descriptive statistics, to corroborate and deepen the findings of other researchers.

Findings

Throughout this work, this paper found statistics indicating that the main areas studied are: multiple objective optimizations, execution of the design, general DFAM and DFAM for functional performance. Among the main conclusions: there is a lack of innovation in the products developed with the methodologies, there is a lack of exhaustivity in the methodologies, there are few efforts to include environmental aspects in the methodologies, many of the methods include economic and cost evaluation, but are not very explicit and broad (sustainability evaluation), it is necessary to consider a greater variety of functions, among other conclusions

Originality/value

The novelty in this study is the methodology. It is very objective, comprehensive and quantitative. The starting point is not the case studies nor the qualitative criteria, but the figures and quantities of methodologies. The main contribution of this review article is to guide future work on the subject from a methodological and convergent perspective and this article provides a broad database with articles containing information on many issues to make decisions: design methodology; optimization; processes, selection of parts and materials; cost and product management; mechanical, electrical and thermal properties; health and environmental impact, etc.

Abstract

Purpose

Latin America has not been exempted from the effects of the COVID-19 pandemic. Hence, this study aims to identify the actions of 50 main multilatinas to face the pandemic.

Design/methodology/approach

A qualitative content analysis was conducted on newspapers published in Latin America and corporate websites from March 2020 to April 2020, during which the multilatinas took their first actions toward the pandemic.

Findings

Results identified 106 actions taken by multilatinas in social, operational, philanthropic and financial areas. This paper analyzes the results, discuss the implications for business theories and develops three theoretical propositions.

Practical implications

First, this study can serve as a reference for business decision-makers as it offers guidance in taking actions during a pandemic. Second, it highlights the importance of the speed of responses to unforeseen challenges. The study recommends that business managers include in their contingency plans procedures for addressing unforeseen situations, such as the pandemic, with a focus on increasing their response capacity.

Originality/value

The importance of this study lies in understanding multinational enterprises’ (MNEs) initial actions taken during unexpected disasters and rare events. This study fills two important gaps in the business literature that have not been addressed in the Latin American context, namely, the actions taken by MNEs facing a public health disaster and how MNEs cope with disastrous and rare events.

América Latina no ha estado exenta de los efectos de la pandemia de COVID-19. Por lo tanto, este estudio tiene por objetivo identificar las acciones de las 50 principales multilatinas para enfrentar la pandemia.

Diseño/metodología/enfoque

Una técnica cualitativa de análisis de contenido fue llevada a cabo en periódicos publicados en América Latina y páginas web corporativas entre marzo y abril de 2020, durante los cuáles las multilatinas tomaron sus primeras acciones hacia la pandemia.

Hallazgos

Los resultados identificaron 106 acciones tomadas por las multilatinas en las áreas sociales, operacionales, filantrópicas y financieras. Además, se analizan los resultados, discuten las implicaciones para las teorías de negocios, y se desarrollan tres proposiciones teóricas.

Implicaciones prácticas

Primero, este estudio puede servir como referente para los tomadores de decisiones ya que ofrece una guía de acciones tomadas durante la pandemia. Segundo, se muestra la importancia de la velocidad de respuesta a retos imprevistos. El estudio recomienda que los gerentes incluyan en sus planes de contingencia planes y procedimientos para abordar situaciones imprevistas, tales como la pandemia, enfocados en incrementar su capacidad de respuesta.

Originalidad

La importancia de este estudio recae en el entendimiento de las acciones tomadas por las empresas multinacionales durante desastres inesperados y eventos raros. Este estudio cubre dos huecos importantes en la literatura que no han sido abordados en el contexto de América Latina: las acciones tomadas por las multinacionales encarando un desastre de salud pública y como las multinacionales afronta los eventos raros y desastres.

A América Latina não está isenta dos efeitos da pandemia COVID-19. Portanto, este estudo tem como objetivo identificar as ações das 50 principais multilatinas para o enfrentamento da pandemia.

Design/metodologia/abordagem

Uma análise qualitativa de conteúdo foi realizada em jornais publicados na América Latina e sites corporativos de março de 2020 a abril de 2020, período em que as multilatinas realizaram suas primeiras ações em relação à pandemia.

Resultados

Os resultados identificaram 106 ações realizadas pelas multilatinas nas áreas social, operacional, filantrópica e financeira. Analisamos os resultados, discutimos as implicações para as teorias de negócios e desenvolvemos três proposições teóricas.

Implicações práticas

primeiro, este estudo pode servir como uma referência para os tomadores de decisão de negócios, pois oferece orientação na tomada de medidas durante uma pandemia. Em segundo lugar, destaca a importância da velocidade de resposta a desafios imprevistos. O estudo recomenda que os gestores de negócios incluam em seus planos de contingência procedimentos para enfrentar situações imprevistas, como a pandemia, com foco no aumento de sua capacidade de resposta.
